The Empty Quarter is exactly what its name suggests, and the desert highways between the population centres have long stretches served only at the fuel stops. AlUla and the north-west are covered at the visitor sites and thin quickly beyond them.
One practical note for pilgrims: Mecca and Medina are heavily covered but also heavily congested during Hajj and Ramadan, when the network is not weak but full. Download maps and documents in advance for those weeks specifically.
