Bosnia and Herzegovina is not in the EU, but it is in the Western Balkans roaming agreement — so a plan from Serbia, Montenegro, North Macedonia or Albania runs here at a reduced rate. A plan from the EU does not: for a German or Croatian visitor this is full-price roaming.
The most interesting part is that most people meet this country without meaning to. The coast road from Split to Dubrovnik passes through Neum — about ten kilometres of Bosnia — and a phone reliably registers on a Bosnian network there. A plan bought for Croatia does not cover it.
Coverage follows the valleys and the trunk roads. Sarajevo, Banja Luka, Mostar and Tuzla are well served; outside them it changes quickly, because the country is mountainous and settlements are separated by ridges rather than by distance.
